I don't know, FFX had some nice tunes (nice, as in The Sending, or nice as in the Blitzball intro). VII did have One-Winged Angel, though, but that doesn't count for enough to make it my entire favourite soundtrack. And I'm discounting the fact that MIDIs suck, and judging solely on the compositional and listening qualities.
edit: I don't know because I have the volume down when I play, so that I can hardly hear the voices, if at all. No comment torwards the quality of XII's music, good or bad.
