there are two thinks blocking that possibility:
1) the mothers, man they're tough
2) the human rights law, England want to remain in the EU, but to do that they have to keep their Conditions of life above breaking the Human Rights law, and unfortunately sending yobs down mines would break that law, and the ''free labour''' wouldnt equal the income from the EU. (Ie Duty-Free Goods)

jeez the mothers thats the hardest part of your argument they would moan like stink but well some good old media oppresion and thats sorted to work on a second problem the human rights act is more well gas than anything else used to sound nice yet skirted around on when needed and to be honest germany itself runs a similar program it puts its equivalent to asbo people on hard labour be it cheap consruction or just litter picking and it worked wonders
