The most evil FF villains must be Ultros. Why? Cmon, he's a talking squid...and uh...he's annoying, says stupid jokes, and...well, loves to ruin things for you! He's the one enemy you can never completely kill, and is always coming back for more.

P.S. : There is no way to revive General Leo. Just hack your way through the ROM, you'll see.

just to clarify the ff7 game sepiroth is the evilist but the film one looks a bit girly

Kuja.
He was the crappest evil villain ever *cough*thongs*cough* but, he actually destroyed a world. Most the others didn't actually succeed.
But next to him, there's Sin. Although Sin never actually destroyed the whole world.
Sephiroth is the BEST of the ff villains. He's just cool...but maybe the sword is compensating for something? But then again, look at Cloud's *rolls eyes*
Edit: Kefka just did not impress me :-\

I think X-Death was the most evil. Bastard killed off the Moogles if memory serves =P

at times kupo i remeber that kupo slaughter kupo sigh kupo but seriously is that a bad thing moogles can get annoying especially if you are silly enough to watch the cutscenes on crystal chronicles

I seem to have arrived just in time. It goes without saying that of course I also think Sephiroth is the best villain. However, I'm not dissing Kefka either. Kefka was evil, insane, and powerful (once he drained the Goddess statues). I really do like Kefka, especially because of his infamous quotes like: "You all sound like a chapter from a Self-Help booklet!".

However, Sephiroth wins hands down as the coolest FF villain of all time. The long hair, the black outfit, the Masamune sword. Not to mention that he has the coolest theme music as well. Also, although Kefka did kill General Leo and poisoned Doma, I felt that Sephiroth killing the villagers in Nibelheim, and killing Aeris, was WAY more personal and tragic to me. Because Sephiroth has been the only villain to provoke a sad emotional response from me because of his actions, he is the best villain, in my opinion.
