I don't think you can say that one is better than the other
and there are also not more nobody's than heartless because that wouldn't make sence.
because heartless and nobody's are all made out of one being (heartless + nobody = human thingie)(or something else) so there CAN'T be more nobody's then heartless.
and they are just as cool because they try to kill yous. (although the silver of the nobody's is a bit freaky) without nobody's no heartless and vice versa (okay in kh 1 there was but they worked it out so shush)
heartless can't think but have brutal primal instincts and nobody's can plan but they are easly distracted.
so I say: they are just as cool (exept the silver)(but orginisation XIII makes up for it)

the nobodies needed the heartless, and they are always craving hearts so they can make kingdom hearts, heartless dont need tht and dont think so they dont form a society tht murders its members. :P
